The freeholder board of Cumberland County began laying off workers on May 18 after failing to reach an agreement with United Auto Workers Local 2327 over union concessions. The board claimed that concessions offered by the union would not equal the savings which could be achieved by cutting jobs and privatizing some County services, including a number of nurse positions at the Cumberland County Jail.
