The new commissioner of economic and community development of Connecticut, Catherine Smith, has a tough job: she needs to convince the state that its government is trying to create jobs. The state’s track record for enticing employers to stay has not been good, and Smith says they have to do better. She hopes to simplify regulations and encourage innovation, among other things, hoping to make it more attractive for businesses.
