The Civil Service Employees Association which is the largest union of New York state workers has avoided the lay-off of many of its members by reaching an agreement with New York Gov. Andrew M. Cuomo, which otherwise would have laid-off about 9,800 workers. According to this deal there will be no wage increments till the end of next year and there will be only 9 furlough days which means they will get a 2% wage increase only in the year 2014.
