Gov. Dannel P. Malloy is moving forward with plans to begin laying of police troopers, with a substantial number losing their jobs on Wednesday. He said he didn’t want to proceed with cutting the troopers — all assigned to patrol duties and graduates of the most recent trooper class but had no choice. Senate Minority Leader John McKinney, R-Fairfield, questioned Malloy’s decision to follow through with the layoff notices.
