PHA Employee Resigns

For the Philadelphia Housing Authority, P. Kelly was known for being one of the best managers available, having been able to fix just about anything. Many believed that even with the scandal that was once lurking over the Philadelphia Housing Authority, Kelly would come out smelling like a rose and fixing things once again, just like he always used to be able to do. However, on Friday, Kelly chose to leave his position, in which he worked as the executive director for the Philadelphia Housing Authority. The reason he left so abruptly was due to an affair he has had with a fellow employee, a woman that received the position as the head of the Department of Resources for the PHA.

Back in 2010, Kelly received his position because the former executive director, Carl R. Greene, was fired. Greene was fired due to a number of allegations and accusations made about his behavior towards women. It was believed that he was harassing a number of female employees and when they made threats to him about his behavior, he chose to settle the complaints in privacy, basically by bribing them. This caused a lot of controversy and a lot of problems for the Philadelphia Housing Authority, many of which Kelly was able to fix once he took on the position. However, while he was able to help the PHA overcome the scandal, he is now the center of a scandal himself.

A separate Philadelphia Housing Authority employee made reports to the HUD about the affair that Kelly was having with the employee. Kelly is a 58 year old man who is married with three children but even so, he was having an affair with his co-worker, Audrey Lim. Audrey, at the time, was working as the director of special projects and earned over $100,000 per year. A spokesperson for the HUD, Jereon Brown, says that investigation went underway to determine if the allegations were true. After the allegation came to light, Kelly admitted that he did, in fact, have an affair with Lim, dating back to October of 2011, which eventually ended half a year later.

Lim chose to resign at the end of May, stating that the reason for her resignation was not because of the scandal but because she wanted to go back to Singapore, where she is originally from, to help take care of a relative who is currently sick and in need of assistance. However, Kelly also chose to resign and it is believed that he did so because he simply could not handle the heat and the controversy that his scandalous behavior had cost him. Kelly, at this time, declined to talk much about the scandal but did admit that he made a mistake.
