The Durham, North Carolina City Council will vote on a new budget that would eliminate 35 municipal workers.
Seventy-eight vacant positions would also be cut. Some of the laid off workers might be offered other city jobs.
The plan also cancels merit raises, and cuts retirement plan contributions.
