Gov. PAT QUINN said seven state facilities have to close and nearly 2,000 state employee jobs must be whacked because of shortfalls in the budget that the General Assembly sent to him this year. Not his fault. The General Assembly made him do it. Quinn’s solution to lawmakers is that when they return in October for the veto session, they can reallocate money in the budget and save the jobs and facilities. The cuts are pretty severe, so the idea is lawmakers will be forced to go along with Quinn. The problem is that since he became governor, Quinn has issued a series of dire warnings about budget cuts and closures and whatever if lawmakers didn’t do his bidding. Lawmakers didn’t, and the dire consequences didn’t materialize.
