Echo, which has the only casino in Sydney, has offered a deal to allow another company to build a strictly VIP casino. Crown, which is owned by billionaire James Packer, has said they would like to build a VIP casino. Since the sole license to operate a casino in Sydney is owned by Echo, this will take some negotiating on both sides.
