International Business Machines will open a technology service delivery center in Dubuque, Iowa, creating 1,300 jobs in the Hawkeye State.

Democratic Governor Chet Culver touted the announcement as a sign of a positive business climate in Iowa.

The new IBM facility will be located in the Dubuque Building, a downtown fixture built during the Great Depression which formerly housed Roshek’s Department Store. IBM officials plan to upgrade the building with green technology. The center will provide operational support, including maintenance and monitoring of computer hardware and software systems, to IBM clients in the US and globally.

The company plans to employ several hundred people at the new facility by the end of 2009. It hopes to have up to 1,300 employees in place by the end of 2010.
