Report: Accuracy of E-Verify is Improving

Results from a survey completed in July 2012, report that the accuracy results of E-Verify have improved. A nationwide program, E-Verify, is used by employers as a means to determine if workers are authorized to work in the U.S. Westat, a Rockville, Maryland-based social science research firm, completed the survey in July 2012. The Westat report was based on several sources of data obtained from the E-Verify Transaction Database. U.S. Citizenship and Immigration Services tracks and monitors user activity on the site, and provides assistance if needed.

Findings show that E-Verify accuracy continues improving. Compared to a survey in 2009, the tentative nonconfirmation (TNC) rates in the 2012 report showed a drop from 0.7 to 0.3. A secondary review conducted by the United States Citizenship and Immigration Services (USCIS), reported an accuracy rate as 90 percent effective compared to 58 percent effectiveness with no secondary review.

Although the accuracy improvement rate is good news, there are a few bugs in the system that need to be worked out. The accuracy of the program is lowered when employers do not notify employees about TNCs, and lag time in data entry also affects E-Verify results.

Information from E-Verify has determined that the top causes of TNCs include:
Citizenship status nonconfirmation from Form 1-9
SSA name mismatch
Inability to identify Form 1-94
USCIS name mismatch

The survey results provided the USCIS with significant information on how to increase E-Verify’s accuracy, as well as, other recommendations for improving the employment eligibility verification process.
